Properties in “Neighbourhood Interiors” have some limitations, but on Major Streets the following businesses are now allowed to operate out of residential properties:
Dining, food and entertainment
- Restaurants
- Take-out restaurants
- Cafés
- Licensed bars*
- Billiard and pool halls
Outdoor patios are allowed as a right on front and side yards with all take-out and sit-down restaurants and all retail stores.
Retail
- Grocery stores
- Convenience stores
- Clothing and furniture stores
- Cannabis stores*
- Vape shops*
- Other retail stores
Services
- Hair and nail salons
- Barbers
- Pet grooming
- Dry cleaners
- Fitness clubs and gyms
- Repair and service shops
- Workshops and other service uses
Office, health and education
- Medical offices
- Massage therapy
- Offices
- Education uses
- Performing arts studios
- Artist studios
- Production studios
Office, education and health-related services can also be located on the second floor.
* Some of these businesses are also subject to provincial licensing and/or regulatory requirements. These requirements are separate from Toronto’s zoning rules.

A note about food preparation: The requirement that food be prepared off-site only applies to “Neighbourhood Interiors” and is not a requirement for Major Streets.
